Construction of this shrine began in 1984, which was the bicentennial anniversary of the establishment of the Catholic Church in Korea, and was completed in three years. During the Persecution of 1801, Catholics were executed at Saenamteo.

Martyrs who were executed at Saenamteo include Kim Dae-geon Andrea, the first Korean priest; Ju Mun-mo, the first Chinese priest who entered Korea; and Lurent Marie Joseph Imbert, a bishop from France.
